Peru: Ecuadorian President Daniel Noboa and Peruvian President Keiko Fujimori signed cooperation agreements on Tuesday, October 20, to combat organised crime and prepare for what they described as a “mega Niño” climate event threatening both countries.

Noboa acknowledged that Ecuador was facing an “extremely difficult” energy crisis, worsened by climate variability. He also referred to the devastating 1997-1998 El Niño event, which caused flooding in cities and displaced families.

Fujimori said the agreements, drawn up by technical and political teams, addressed major challenges, including criminal activity and the El Niño phenomenon. She noted that the event was already severely affecting Ecuador and beginning to impact Peru.

The two presidents also pledged to strengthen trade, investment, connectivity and energy integration projects between the neighbouring Andean nations.

During the visit, Noboa formally handed over the pro tempore presidency of the Andean Community of Nations to Peru for the 2026-2027 period.
