The Union government has scrapped the special additional excise duty (SAED) on petrol exports while increasing the levy on high-speed diesel and aviation turbine fuel (ATF), according to notifications issued by the Ministry of Finance on Saturday.

Effective October 31, the duty on petrol exports has been reduced to nil from Rs 2.5 per litre. The levy on high-speed diesel exports has been raised to Rs 11.5 per litre from Rs 8.5 per litre, while the duty on ATF exports has increased marginally to Rs 11 per litre from Rs 10.5 per litre.

The revised rates will apply for the fortnight beginning October 31. The ministry clarified that there is no change in the existing duty rates on petrol and diesel cleared for domestic consumption.

The Union government introduced export levies on diesel and ATF on March 27, 2026, amid escalating tensions in West Asia. The levy on petrol exports was introduced from May 16. The duties were aimed at ensuring adequate domestic availability of petroleum products by discouraging exports, particularly as rising international crude oil prices and supply uncertainties increased concerns over domestic supplies.

The government reviews the applicable rates every fortnight, taking into account average international prices of crude oil, petrol, diesel and ATF during the period since the previous revision. The rates have undergone several changes since their introduction, reflecting fluctuations in global energy prices.

In the previous revision, effective October 16, the SAED on petrol exports was fixed at Rs 2.5 per litre, diesel at Rs 8.5 per litre and ATF at Rs 10.5 per litre.

The latest revision removes the export levy on petrol while raising the duties on diesel and ATF. The notifications were issued by the Department of Revenue under the Ministry of Finance.
